STATE RESOURCES

California State Budget Update: The Assembly Budget committed announced a series of changes to the 2020 budget process due to expected drops in state revenue. The Assembly will not hear bills for new priority areas or initiatives and may be forced to cut from existing programs. Due to personal income taxes being deferred, the state's revenue will not be known until August 2020. Read the full memo

CMS Approves California's 1135 Waiver: The Centers for Medicare & Medicaid Services (CMS) on Monday approved rule changes sought under an 1135 waiver request that will enable the California Department of Health Care Services (DHCS) to more effectively and efficiently deliver care to Californians covered by Medi-Cal during the COVID-19 emergency.

ALLIANCE ADVOCACY 

Behavioral Health Nurse Practitioners: The Alliance collaborated with MHAC, CASRA, CA Pan Ethnic Health Network and the Steinberg Institute to request scope of practice restrictions be waived for nurse practitioners during this crisis. Read the letter.

Short Term Changes to MHSA: The Alliance is concerned that while the crisis is unprecedented and things are fast-moving, the MHSA’s guiding principle of client-and community- driven care matter now more than ever and we would like to inform and guide any short term changes to MHSA.  We worked with eleven organizations signed on including all of the statewide organizations representing community based-organizations. STRTP Supplement Request: With the active engagement and hard work of our member organizations providing Short Term Residential Therapeutic Programs (STRTPs), the Alliance has submitted an urgent request for funding to maintain stability for our STRTPs during the COVID19 pandemic to the Department of Social Services.  Please use this link to read this request.

DHCS Joint Request from the Alliance, CBHA and CBHDA: We continue to advocate with our partner associations in order to get $100M included in the AB89 COVID19 Relief Fund. DCA Nurse Practitioners Waiver Request Joint Request: In order to deploy all critical resources to respond to the outbreak and care for clients in need, The Alliance weighed in yesterday to request that the Administration waive the existing physician-supervision requirement of nurse practitioners, which currently prevents them from working at the top of their education and training. California’s current statutory scheme does not allow NPs to provide care in settings and communities that are in desperate need.  Alliance members Uplift Family Services, Redwood Quality Management Company, and Casa Pacifica joined the growing voices from the Behavioral Health community requesting this critical support during this time. Read the full letter

The Alliance and CAPSES Request to Stabilize Special Education Services: This letter sent to Governor Newsom and State Superintendent Thurmond was a joint effort between the Alliance and CAPSES. See letter here.  

Resource Families and THP: The Alliance collaborated with ACR, CAC, CAI, CLC, CN, JBAY, Voices and YLC to request an increase of $400 per child per month for 180 days to Resource Families, THP and other programs. This emergency financial relief is needed to preserve foster care placements and stabilize families during the COVID-19 health crisis.  Read the letter

NATIONAL RESOURCES

The House of Representatives has approved $2 trillion Phase Three Stimulus bill that passed the Senate earlier this week. This bill will provide immediate financial relief by sending direct payments and jobless benefits to individuals, as well as money to states and businesses devastated by the coronavirus pandemic. The most pertinent components of this bill for Alliance members include a $60 billion request for loans specifically for nonprofit organizations.

COMMUNITY LEARNING WITH THE CATALYST CENTER

The Catalyst is bringing you organizational, provider, and community resources all in one place! 

The Catalyst Center, the resource arm of the Alliance, is launching a new website for the field of child and family services. This website will host a robust resource portal dedicated to up-to-date materials related to best practices in telehealth and virtual support, organizational and network supports and advancements in these new times, fund development, local-level community offerings, and managing care for others in addition to care for yourself and staff. The website will be live in the next 1-2 weeks, and we will announce details at that time.
